The Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO) is a national trade association, representing more than 500 small, independently owned local exchange carriers (LECs) and their affiliate telecommunications companies.

The Council is recognized by the US and Taiwan governments and business leaders as the most important private organization in the entire range of unofficial relations between the US and Taiwan. The Council provides its members with access to a network of companies involved in business between Taiwan and the United States, and serves as an effective representative in dealing with business, trade, and investment matters.
