Miss Connecticut, Shannon M. Kula, won the first spin of the wheel for Miss Runner Up and then she won the second spin for 1999 National Cherry Blossom Festival Queen.

After a bit of discussion, Miss Connecticut was crowned Queen and the wheel was spun again for Runner Up.

Miss New Mexico, Samantha Hankinson, won for Runner Up.

The new 1999 Queen Shannon M. Kula is shown with Japanese Ambassador to the US Kunihiko Saito and Mr. Mikimoto, after the presentation of the crown.

Earlier in the evening Ambassador Saito professed his gratitude to the Festival, saying that he is the luckiest ambassador in all of DC because each year the festival leaves Americans with such good feelings towards Japan, making his job all the easier.
