This was right after a pretty young lady had spoken and Clinton watched her butt the whole time, and oggled her as she walked back to her seat. He made a comment to Pres Bush and he punched Clinton on the shoulder.

Right after this photo was taken Pres. Bush socked Clinton on the shoulder. I saw him do it. The Mayor looked bored and angry through the whole thing.
